| Tiivistelmä: | Before 1978, the source of environmental pollution in rural area mainly was fertilizer and farm chemical. But after 1978, the "three wastes" (gases, liquids and residues) of township enterprises have become the main source of environmental pollution. For the former, we should take the following measures: using improved strains and advanced farming technique; developing intensive agriculture and reducing environmental pollution; levying a "pollution tax" to internalize the cost of pollution with a view to reducing environmental pollution. For the management of township enterprises, we should restrict the development of medium and small-sized township enterprises creating serious pollution on the one hand and strengthen control and prevention of pollution and use clean production technology on the other hand. |
