| Tiivistelmä: | In recent years, the total amount of agricultural investment by our public finance has increased, but the relative proportion of government's agricultural investment to public finance expenditure has showed a fluctuating process of dropping down, stagnation, wavering and slow rise. The weakening of government's agricultural investing behaviors has various restrictive factors and profound reasons. However, it is essentially caused by policy and system factors. Meanwhile, it is related with problems in China's reform of public finance and economy which need urgent solutions. This article presents strategical options to regulate and strengthen Chinese government's agricultural investing behaviors. |
