| Tiivistelmä: | To prevent the inflow of international short-term capital for arbitrage, fight against inflation and eliminate financial crisis, the central bank should conduct supervision and management in regard to foreign exchange receipts and disbursements, scale of foreign debt and borrowed foreign capital according to regulations and strictly distinguish between current account management and capital account management. It shuold take the following major measures: 1. further strengthening macro regulation and control over use of foreign investment; 2. stressing "cancel after verification system" for foreign exchange receipts and payments for import and export while strengthening management of foreign exchange dealings; 3. conducting the strict borrowing management of the international commerce; 4. developing domestic credit. |
