| Tiivistelmä: | The key to solving the problem of agriculture lies in the policy-making authorities. We must implement the guiding principle of taking agriculture as the foundation of the economy to the letter and shift China's present agricultural development model with raising the comparative advantage of agriculture as the goal. Now the state-owned enterprises are also faced with serious difficulties. The internal reason is lack of competent excellent entrepreneurs to manage enterprises. So we must establish a scientific and rational system of selecting for the post of leadership of enterprises. As to the external reason, we should establish a fairly competitive mechanism. |
