| Tiivistelmä: | Township enterprises' operating in heavy debt has increased th cost of enterprises. They must pay a large amount of interest, which has weakened enterprises' ability of accumulation and development, and intensified the fluctuation of the overall economy. In view of the above, this paper raises the following suggestions: collective enterprises must not attach themselves to the rural government. Only when they become the market subject, would their financing behavior be rational. They should enjoy the equal status in terms of financing conditions. Financial institutions should be increased and environment for financing improved. It is also necessary to establish technology and information consulting agencies for medium-and small-sized enterprises and specialized development funds. |
