| Tiivistelmä: | The essential reason that state-owned enterprises lack vitality is that state assets has been solidified so that enterprises are unable to make time adjustment in industrial and product structures to meet markets demand. So, invigoration of state enterprises presupposes that of state owned capital. To create a modern enterprise system, it is necessary to permit enterprises to make independent use of circulativeness of capital by law. Transfer of right to capital is to accord with laws of supply and demand of markets. One of the important characteristics of the modern enterprise system is decentralization f risks of capital management caused by diversification of investors and limitation of labilities of capital management. |
