| Tiivistelmä: | This article investigates the process of developing a strategy for Chile to encourage reduction and elimination of ozone depleting substances. First, it was necessary to look at how far the implicit policy of "business as usual" could be stretched without endangering Chile's compliance obligations. Second, the compliance costs and their impact on different policy instruments and policy choices were quantified. Eventually the attitude of decision-makers were identified. The Chilean regulator has used the strategy, which was based on this information, to a certain extent. |
