| Tiivistelmä: | "Simplifying and reducing tariff" is the focus of the current reform of China's import system. The key to cutting down the tariff level is to improve tariff structure. Due to the policy continuity, the unequal import tariff concession has to be abolished step by step rather than in one step. The industries that still in their preliminary growing stage and lack of competitiveness are regarded as infant industries and need to be protected with higher tariff rate. The legal construction process should be speeded up so as to allow to establish within 3 years more effective and functional legal system for foreign trade. |
