| Tiivistelmä: | Starting from the actual situation in China, we should fix position rationally for tariff's economic functions. Tariff's function of macro regulation and control should be brought into play, focusing on the adjustment import and export trade and the intern economic and trade relations, while at the same time increasing the central financial revenue and protecting the young industries. The policy targets of deepening the reform of tariff are to continue to lower the general level of tariff, optimise the structure of tariff, clear up the items of tax-reduction and exemption, realise unified tax-collection and fair taxation , expand tax base, and reduce tariffs restriction measures in import trade. |
