| Tiivistelmä: | Through the analysis on the relation between import and national economic growth, it can be found that there is an inverse relation between trade surplus and GDP growth. In terms of the relation between import and consumption, we should see that China's is neither a completely open market nor a big importer of consumer goods. After China has become a big exporter of consumer goods, measures of high tariff and excessive non-tariff have prominent passive effects. Therefore, it is a rational choice after policy of consumer goods import to decrease the tax rate of tariff on consumer goods and collect taxes of luxuries.
