| Tiivistelmä: | China has made all-inclusive clearing and reorganizing of various tax relief policy at import link since 1993, to resolve the problems residing in tariff policy and system, such as high tax rate, too much relief, narrow tax base and unbalanced policy. However, problems are still existing, such as tax rate is relatively high, tax rate in name and that in practice differ widely, tariff structure is irrational. To accelerate reform, China should first lower total tariff level and reduce the gap between tariff level of China and other developing countries. Second, China should adjust and regulate the bonded policy of processing trade, and optimize the environment for import and export trade. Third, tariff policy and industry policy should be coordinated, import trade structure should be optimized. |
