Tiivistelmä:This paper explores the potential role for strategic trade policy in an industry that exhibits learning by consumers, over time, about the unobservable attributes of the product. In the context of automobiles, the unobservable quality element may include such things as reliability of the car and service during and after the sale, and learning may be firm specific or may spill over to some extent. A calibration exercise illustrates the impact of consumer learning on the optimal subsidies and also demonstrates the sensitivity of the policy prescription.
