| Tiivistelmä: | The organizational fission of state-monopolized resources and redistribution of state assets started the primitive accumulation of nongovernmental capital. Residents' deposits increased 60 times. Among investors and proprietors of private enterprises, there are about 170000 millionaires. Nongovernmental capital has become much less dependent on the government, but produced an increasingly strong effect on the local political power. This will possibly lead to a significant change in social structures. |
