| Tiivistelmä: | To conduct the price reform in city public utilities, we should establish a legal system as the guarantee, introduce competition mechanism in production field according to the local condition and the present condition of public utilities cultivate the price forming mechanism suited to China's national situation and establish a scientific and rational price system for city public utilities. But the change standard of supply network with the nature of monopoly should be still under the supervision and management of the government. The reform may be divided into preparation period and implementation period with the shift price forming mechanism as the dividing line. |
