| Tiivistelmä: | In this paper, the following basic ideas are described using the normative economic theory and the successful experience in the developed countries to meet the need of socialist market economic system: 1)There is no way to change shortly the monopolistic operation of public utility firms in China. With the original rules and regulations remain unchanged, the stimulating mechanism of the government aims to improve internal efficiency should be strengthened. 2)Many provisions of rules and regulations should be weakened or eliminated, and the internal efficiency and technical renovation inside the companies should be promoted through competition. 3)The economic control structure of the government over the public utility monopolistic firms should be changed to decrease and avoid the government direct interference with the company affairs. |
