| Tiivistelmä: | This paper analyzes the necessity and possibility of introducing non-governmental capital for construction of infrastructure. It also expresses some ideas about it: 1.developing capital market so as to provide fund sources for non-governmental capital investment; 2.formulating as soon as possible the policies, laws and regulations relating to attracting non-governmental capital towards construction of infrastructure; 3.actively using BOT investment and financing mode with the same aim; 4.granting the right of land development to realize the internalization of external economy. |
