| Tiivistelmä: | Basis principles are that rights and obligation should be linked with compulsion and that the burden of insurance money reasonably distributed between the civil servants and their units. The money for the executive management and unemployment insurance must be separated in operation. At present the pressing problems in establishing and implementing an unemployment insurance system for civil servants are that the operation of the unemployment insurance fund must be legality-oriented. We can adopt the method of integrating the social overall arrangement system with individual insurance account and lay down scientific managerial and operational regulations of civil servant unemployment insurance money. |
