Tiivistelmä: | "Incrementalism" is described as the most usual strategy of government planning on the public sector. Three main approaches to strategy are outlined: "incremental", "branching" and "inventive". The policy of small-scale change introduced gradually is analyzed in detail. Limitations of the approach are examined. The importance of extensive knowledge of policy effects over time and the possibility of threshold and sleeper effects is stressed. The theoretical framework of strategy-making is outlined. A multivariate model is presented and the effects of different variables are analyzed. Incrementalism is compared with more dynamic new initiatives. |
