| Tiivistelmä: | The intention of China's reform programme has been to shift the governance of economic relations from bureaucratic towards market co-ordination. The decentralisation of decision-making from administrative bodies to enterprises and the delegation of authority within enterprises have been key elements in this programme. The changes in levels of decision-making experienced by six State enterprises between 1985 and 1988 are examined. It was found that the additional autonomy of managers to make decisions of strategic significance is uncertain and bounded. This is the result of sudden changes in government policy and the obligations set by local councils. Some consequences of these constraints are highlighted. |
