R.Gordon Humphreys and Bill Shaw-Taylor explain the objective measures of economic performance and benchmarks to assist progress. Most people who should see the White Paper will never do so. Most of the few who see it will not read it through, because they will feel that it covers too much ground which has only an indirect connection to its title. The White Paper alone is not likely to do much good. |
