| Tiivistelmä: | The goal model of gas control should be constructed on the proper constraints on the admission to market with transportation and installation suitable to the goal system of strict control of natural monopoly and market-determining prices on the basis of the principle agreeable to the market-determining price and macro economic systems, and in accordance with the mature development of the system of China's market economy by 2020. From the period of system transition to about 2010, gas-regulation system should be to lift progressively the constraints on the market-admitting and fix the highest price by the government. |
