But the relationship between government and business hampers success in the privatisation policy, and threatens both actual and potential partnerships with enterprises in the industrialised countries. Attitudes and behaviour in the Sahel countries must change if private enterprise is to flourish in legal framework. It needs great effort in education, instruction and training. |
