| Tiivistelmä: | There is two fold democratic deficit in the European Community: first, the executive rather than parliamentarians is responsible for legislation; and, second, within the executive, the Commission is unusually strong relative to the Council. The Community legislation also binds the national parliaments. But at present, the national parliaments play a very limited role in Community affairs and their power depends on national constitutional law. The author discusses the problem of separation of powers and ways to increase the role of the national parliaments in EC legislation and policy making within the Treaty of Maastricht. |
