| Tiivistelmä: | The federal role in severing the connection between consumers and providers is obvious enough with Medicare and Medicaid. Washington also bears the bulk of the responsibility for driving private medicine and insurance towards "cost-plus" care by exempting health care benefits from taxation. Thus , a first step for Congress would be to end its tax preference for lavish insurance policies, preserving tax deductibility only for policies that act like real insurance, covering catastrophic expenses by leaving routine expenses to patients. |
