| Tiivistelmä: | In the article the author presents the normative regulation of the surplus labour by defining temporary and permanent surplus labour by the process of establishing and the programme of resolving surplus labour, by defining criteria, and by the protection of workers.She particularly warns that the protection of workers against abuse after establishing surplus workers is too limited due to the inherited normative regulation offering the possibility of subjective judgement and arbitration.Tge author believes that in the new labour legal regulation and in the collective agreements it will be necessary to regulate more consistently the institute of the surplus labour, which will be of special importance in the abolishment of socially owned property and greater and greater enforcement of the bilateral contractual labour relation. |
