| Tiivistelmä: | Social security in the planned economies of central and eastern Europe was characterised by a comprehensive system of provision. Individuals were not called upon to take on responsibility for social risks such as old age, sickness and unemployment. In the wake of transformation, however, state paternalism has been reduced and the social security system placed on a more performance-related footing. Yet at the same time the need for social protection has risen, as transition to the market economy has been associated with falling real incomes, inflation and unemployment. |
