| Tiivistelmä: | Since 1995 the loss scope of the state-owned enterprises of foreign trade has surpassed 70% while only through the privilege granted by the government could the rest 30% of enterprises made profit. The main causes are: the profitless enterprises have no management true autonomy; their management level was low. The counter-measures the paper proposes are:to carry on the systems of responsibility separation of assets-owners and managers and improve the systems of encouragement and binding and supervision; to bring into play the advantages of enterprises themselves along the group road of industrialization and internationalization; to strengthen the training of managers and personnel of the enterprises. |
