| Tiivistelmä: | Decreasing government spending on social programs in the USA has made partnerships between public and private sector organizations an increasingly common way of solving social problems. The most prominent example of such partnership is the Job Training Partnership ACT (JTPA), a job training program for the disadvantaged which replaced CETA ( the Comprehensive Employment and Training Administration) in 1982. The private sector involvement in job training for the disadvantaged is examined. This involvement was created under the legislation by authorizing real decision-making power to a series of new private industry councils (PICs). Examples of successful PICs are presented. The partnership process is analyzed. |
