| Tiivistelmä: | The paper tries to reveal whether harmonization of national regulations or competition between them is a better strategy for further integration within EC (and EEA). A theoretical model is presented that views institutional competition as a device for a more efficient provision of public goods. It is shown that competition may be a better second best solution than ex ante harmonization since it constitutes an instrument against "administrative failure". |
