| Tiivistelmä: | Comrade Deng Xiaoping pointed out early: "We must have dual tactics in carrying on the four modernization. One tactic will not do. These dual tactics are: one is the grasp construction and the other to grasp legal system." According to a large number of facts, the paper discusses the perfection of legal system for creating a good social circumstances in order to step up reform, which is an important step for ensuring the rapid development of economic construction.
