| Tiivistelmä: | The economy of the Soviet Union is analyzed. The main problems are highlighted. The policy of Mikhail Gorbachev is examined. It is described as an ambitious, market-oriented reform package. The package includes plans to diminish central planning and administration, enhance the power of local managers, justify production by profit, allocate resources by supply and demand. The role of the enterprise is analyzed. New points of view and actions are proposed. The importance of the human factor is highlighted. Certain aspects of the reform package are criticized. Unless consumer goods improve in quality and become more readily available, Soviet workers will have little reason to work harder. |
