| Tiivistelmä: | The institutions of the European Community have declared their intention to complete the so-called single or internal market for energy by 1992. These plans are examined. The legal dimension of the Commission's programmes and priorities for action cannot be overlooked, not only because legal factors are fundamentally important to circumscribing the Commission's field of action and for determining the success of its initiatives, but also because it offers a useful critical handle with which to appraise the feasibility of the Commission's plans and intentions. The various legal powers which may be deployed are reviewed. |
