| Tiivistelmä: | In October 1991, the Development & Planning Office of the United Nations announced: To invest US$ 30 billion in Huichun city and the lower reaches area of Tumenjiang River to set up a second international city in the Hong Kong/Rotterdam style. As the end mode, the city will be built into an international free port and free trade area. Thus, the paper recommends the countermeasures to the general planning of the Huichun city. |
