Tiivistelmä:Russia is a large and heterogeneous country, stretching across 11 time zones and from the borders of the Arctic Ocean and to the shores of the Black Sea and Caucasus Mountains. Even in Soviet times it was characterized by significant regional economic inequality. There is cumulating evidence that those inequalities have been intensifies during the so-called transition period and, possibly, new sources of differentiation have been introduced. This article discusses the conceptual framework within which one might think about fiscal federalism. It also reviews the findings of some previous studies.
