| Tiivistelmä: | Issues relating to antimonopoly policy and mechanisms for promoting competition were never included among the priority directions of the economic reforms of the perestroika period of 1985-91. However, monopoly is one of the main obstacles to the reforms, and a barrier to obtaining positive results from the measures being taken. The liberalization of the Russian economy was undertaken without any substantive transformation of monopolistic structures and in the absence of a well-organized system of antimonopoly regulation and oversight. |
