| Tiivistelmä: | While the data are ambiguous and estimates vary considerably, there seems to be general consensus that some, perhaps a substantial amount, of capital has left Russia, and that investing in Russia is insufficiently attractive either to domestic or foreign investors to motivate domestic investors to return, or foreign investors to enter at a sufficient level to adequately finance the development of the Russian economy. The author suggests that a more appropriate focus for policy is on developing rights for employee-shareholders to undermine the power of management and to look to alternative industrial systems such as the German or Polish ones. |
