| Tiivistelmä: | This article takes the single region of Krasnoyarsk krai as a case study. This approach is admittedly problematic, since it is dangerous to generalize on the basis of one region. The krai, when taken together with its okruga of Evenkia and Taimyr, is the second largest region in Russia, covering 14% of its land mass. The okruga, which are also covered by the article, are considered by the constitution to be separate federation subjects, as is the neighboring republic of Khakassiya, which until 1991 was an autonomous oblast' within the krai. This study cannot claim to be based on a representative sample, but arguably Lebed's earlier significance as a federal-level politician justifies the focus on the krai. |
