| Tiivistelmä: | Local radio was established as an experiment in 1983. The 5-year period resulted in diversity and a modest broadening of the media system. It was concluded that conservatism as well as financial and regulatory measures produced a homogenisation of formats and in lack of support some of them stopped to operate. |
