Tiivistelmä:The Federal Communications Commission's (FCC) distress sale policy allows broadcasters in danger of losing their licenses to sell the stations to minority group buyers at up to 75% of the market value. It was meant to increase minority ownership in broadcasting, but the distress sale remained ineffective. The resons for its lack of impact are discussed.
