| Tiivistelmä: | As a first step to the rehabilitation of banks, their bad loans are replaced by the government of Agency bonds.When equity is written off in the amount of current materialised losses, the remaining equity, if there is any, is taken over, together with bad loans, by the Agency for the rehabilitation of banks.The Agency becomes the owner of the bank capital in the amount of the bank's net assets and the previous shareholders of the bank get subordinare claims to the Agency.The paper discusses above all what should follow once the first act has been done.It is probably important that peculiarities of our banks and their owners should be taken into account.Every effort should be made to speed up the privatisation of the rehabilitated banks and the reconstruction of business enterprises which cannot service their debts to the Agency.Subordinate claims to the Agency and, through the Agency, the subordinate claims to the business enterprises in trouble should be exploited as much as possible to achieve both goals - the privatisation of banks and the reconstruction of business enterprises that do not do well. |
