Tiivistelmä:The author of the paper states that the strategic goals of government programs are often difficult to measure because they are related to the public welfare and the path from direct users to end users is complex. The paper says that structured techniques can be used to develop performance measures to help achieve strategic goals of government programs. The resulting measures support program decision making and aid in communicating a program to stakeholders. The paper also states that additional factors that can make it difficult to develop performance measures for government programs are a wide variety of customers and stakeholders, a broad range of benefits, various strategies for implementing results, and numerous payers for the program's activities and for implementing results.
