Tiivistelmä:Defining the competence, abilities and behaviour the personnel should bear is known as personnel planning. A concept is being developed by which future act-fields can be deduced from the environment forecasts and strategic planning of the enterprise. New tasks on these act-fields can be identified and the requirements of these estimated. The little practical use of qualitative personnel planning must not be considered as a sign of its being superfluous, there is rather a methodological gap here that is to be closed.
