Tiivistelmä:Partnership has become an increasingly popular alternative method for governance. The applications (here as: appls.) tend to differ in separate settings, but as called attention for in this study, the appls. may also differ over time, within the same local setting. Based on an analysis of a partnership based program development for workplace based skills enhancement btw. the European Union (EU), the Swedish government and non-governmental actors in the labour markets, it is argued that the organizational logics behind this method were radically changed during a 10-year period. This study describes two decisive mechanisms behind the change using a qualitative process-oriented institutional analysis based on interviews and policy documents (original in Swedish).
