Tiivistelmä:Fears that America would dominate the post-war market caused Europeans to reject free trade in aviation at the Chicago conference in 1944. Instead of Open Skies a system of bilateral air treaties was established. On any one route, the typical international aviation market was served by two airlines. Fifty years after the Chicago conference, most of its anti-competitive legacy remains. The author argues that the privatisation of all remaining state airlines is the first necessary step to remove the policy logjam which has brought the bulk of the sector to its present state.
