| Tiivistelmä: | Shanghai should base itself upon enterprise reform, focus its attention on deepening the reform of market, draw support from international cooperation and rely on the development of Pudong District. It should establish, with the least delay, the legal person property system, the mechanism of asset management and that of property right transaction and push forward civil management and competition mechanism in public utilities. In order to attract large numbers of constitutions and clients from both China and abroad, it should enlarge the openness of the market. For the purpose of absorbing foreign investment, Shanghai should larger its international cooperation and allow foreign businessmen hold 51 percent of the shares in a joint-venture. |
