| Tiivistelmä: | When the European monetary system was founded in 1979, one of its general goals was the promotion of monetary stability among its members. The Delors report in 1989 made this goal more explicit by establishing a blueprint for the creation of a European monetary union (EMU) with a common currency. Three years later, the Maastricht Treaty set specific criteria that member were required to meet in order to achieve a monetary union by the end of the century. Progress towards monetary union was soon interrupted. |
