| Tiivistelmä: | Local governments have always could count on the municipal market to provide an important share of their huge capital- financing requirements in building roads schools and water systems. These investments were secure and tax-free, so they were very popular and expanded at an extraordinary rate. But times are changing. In April of 1987 the muni-bond market experienced a liquidity squeeze and the 1986 Tax Reform also hit the market. Legislators have tightened the screws on it and prohibited certain practices. The muni-bonds are still secure but cannot be taken as granted. |
