| Tiivistelmä: | The article says that the foreign investment in infrastructure should be viewed from a strategic perspective. Mobilization of domestic savings should be combined with the import of overseas capital in the construction of infrastructure. Foreign funds should be introduced as planned and step by step, with improved openness. For the key infrastructure the project financing technique used on international financial markets can be adopted so that debt burden can be shifted from the government's to projects contractors', which makes the contractors of these projects plan carefully and invest with caution. |
