| Tiivistelmä: | At present, the major measures the state should adopt are outlined. The banks' holdings of enterprises' shares are allowed and promoted. The state-owned shares should be made over to legal persons' enterprises in proper time and step by step. It is necessary to turn an enterprise's share into the holdings of other enterprises as soon as possible and to make over the state-owned shares at a low price. Other special measures, eg. the state provides enterprises with long-term and interest-free funds instead of loans, etc., should also be adopted. |
