| Tiivistelmä: | The reasons that the growth rate of non-governmental investments is decreasing are, finance and accounting, market and environmental protection, and awareness and policy. The solutions to that are as follows: (1)specifying property system of rural lands, is a fundamental work transferring the land from agricultural materials for production to assets; (2)develop venture investment and spur popularly-run enterprise transforming to high-tech industry; (3)through developing capital market, collect capitalizable funds, and stimulate non-governmental funds to change into funds invested in popularly-run enterprises. Simultaneously, using capital market mechanism to adjust popularly-run economic structure and resource allocation. |
